DEADLINE EXTENSION: Tender of the new Earth Observation mission of the NewSpace Strategy of Catalonia

The Institute of Space Studies of Catalonia (IEEC — Institut d’Estudis Espacials de Catalunya) has agreed to extend the deadline for presentation of offers within the framework of the tendering of the contract for the provision of satellite data services related to Earth Observation and integration and operation of an in-orbit technology demonstrator (IOD), based on a low orbit satellite mission (IEEC/63/2023 dossier).

The Public Procurement Services Platform may be consulted on the updated specific administrative clauses (PCAP) and technical requirements (PPT) for the new mission of the NewSpace Strategy of Catalonia, promoted by the Secretariat for Digital Policy of the Government of Catalonia with the collaboration of the IEEC, the i2CAT Foundation and the Cartographic and Geological Institute of Catalonia (ICGC) as promoters.

The tendering of the aforementioned contract, which was made public last August with a maximum tender budget of 3,600,000 € (excluded VAT), is intended to provide satellite services according to the needs identified within the framework of the Strategy.

The main changes from the first version of the tender are as follows:

  • The deadline for the receipt of bids or participation requests is extended to 16/10/2023 at 14:00.
  • Clause 10 of the PCAP is modified in order to introduce a new evaluation criterion related to “Additional bands availability” and the maximum score of the evaluation criteria related to “Analysis of the proposed technical solution for the IoT service” and “Analysis of the improvement of the signal-to-noise ratio (SNR)” is modified.
  • Clause 3.5.2 of the PPT is modified to add to table 6 the criterion related to “Additional bands availability”.
  • On 29 August 2023, the IEEC contracting body amended PPT clauses 3.5.2 and 3.7 regarding the minimum criterion of the swath parameter in the main mission and complementary missions.
